Susy Forbath

Susy Forbath coordinates the Gilchrist & Rutter Manufactured Housing Practice Group. She is directly involved with our clients to provide guidance, strategy and support in all aspects of the manufactured housing practice, specializing in the process of subdividing properties from rental to resident ownership.  Ms. Forbath also assists in the process of park upgrades, post-conversion financing, tenant relations/issues, failure to maintain, and rent control-related issues. She works closely with associated engineers, appraisers, lenders, local planning departments, and State agencies including the Coastal Commission, the Department of Housing and Community Development, and the Department of Real Estate.

Ms. Forbath focuses on the political aspects of property subdivision working extensively at educating residents and local city officials on the conversion process. When necessary, Ms. Forbath negotiates directly with county and city agencies, and mediators and oversees local lobbying efforts. She conducts on-site meetings to educate residents on the benefits and protections of resident ownership. She also interfaces with resident homeowner associations to develop mutually-beneficial working relationships between all parties to the subdivision process.

As an advocate for community owners, Ms. Forbath coordinates public relations campaigns and works to provide public news agencies with current and accurate information concerning the process of subdivision. She often speaks at public hearings and seminars to educate elected officials and public about resident ownership and the conversion process.

In addition, as a registered lobbyist, Ms. Forbath is actively involved in local and statewide legislative advocacy to protect property owners rights.  Ms. Forbath serves as a community owner representative on the City of Carson Mobilehome Park Rental Review Board. She has co-authored articles on subdivision, fair return, conversion legislation, and rent control, as well as being a speaker at several industry-related conferences.
